Work Together In The Spirit Of Cooperation And Mutual Respect...Mamora
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has charged the Board and Management of the Federal Medical Centres, Owerri and Bida on the need to work together in the spirit of cooperation, collaboration, coordination, communication and mutual respect to enable for smooth running of their hospitals.
Dr. Mamora gave this charge whilst conveying the President’s approval for the renewal of appointment of Dr. Kingsley Achigbu, as Medical Director, Federal Medical Centre Owerri, Imo State, for a second and final term of four (4) years with effect from 31st December 2021 and the appointment of Dr. Abubakar Usman as Medical Director, Federal Medical Centre Bida, Niger State, for an initial term of four (4) years with effect from 14th September 2021.
The Minister of State, while congratulating the helmsmen of the hospitals on behalf of President Buhari enjoined them to consider their appointment as a call to service. He emphasized the need for the Board and Management to work in harmony, because progress cannot be achieved under an atmosphere of crisis and misunderstanding. He advised the Board not to attempt to do the job of the Management likewise the Management doing the job of the Board. ”To achieve unprecedented peace there must be collaboration, because there is no bird that flies with one wing. At the end of the day when there is crisis as the popular saying goes; when two elephants fight it is the grass that suffers, then the whole purpose of setting up the centre becomes defeated.”

Dr. Mamora further tasked the MDs to work in unity of purpose and cultivate a good working relationship with their State Government, host communities, Unions in the centre and especially the Commissioner for Health who is a statutory member of the board because they stand to gain more when there is cordiality. He urged them to work hard to ensure that their hospital continues to provide quality healthcare and justify the confidence repose in them.
The MDs, who expressed sincere appreciation to Mr. President and the Federal Ministry of Health for the privilege given to them to serve, pledged to justify the trust and confidence bestowed on them by working hard and abiding by the rules and regulations guiding their appointment.

The Achievements Of President Muhammadu Buhari's Led Administration In The Health Sector Has Been Under Reported....Dr. Mamora
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has stated that the achievements of President Muhammadu Buhari's led administration in the health sector has been under reported.
Dr. Mamora made this statement while commissioning a Modular Theatre Complex and Amenity Ward at the National Orthopaedic Hospital, Igbobi Lagos (NOHIL) on Thursday, 1st April 2021. He revealed that in the last three weeks, he had visited the Federal Medical Centres (FMCs) in Jalingo, Katsina, Asaba, Ebute-Metta, Abeokuta and other Health Institutions to commission various projects which include: Isolation Wards; Molecular/Microbiology Laboratories; Radiology Complex; Infectious Diseases Treatment Centre; Oxygen Plant; Intensive Care Units (ICU); Emergency Pediatric Units just to mention a few.

These the Minister said, are testimonies of what is happening in the health sector in line with the mission of the Federal Government to build a health system that guarantees universal access to comprehensive, efficient, affordable, adequate and quality healthcare for Nigerians in spite of the challenges the country is faced with.
Dr. Mamora, while on a tour to inspect the facilities at the hospital, seized the opportunity to visit and speak with some of its patients. The Minister who was pleased with the positive feedback received, concerning services rendered by the hospital, commended the Institution for continuously improving on its existing structure and facilities despite the global economic meltdown exacerbated with the outbreak of the COVID-19 pandemic.
Earlier the Permanent Secretary, Federal Ministry of Health Mr. Abdulaziz Mashi represented by his Senior Technical Assistance, Dr. Abubakar Isma’eel, disclosed that the commissioning of the projects is coming at an auspicious time when the world is battling with the COVID-19 pandemic, hence the need to modernize our health system especially the tertiary institutions.
According to him, the commissioned facilities will contribute towards the provision of quality healthcare delivery based on international best standards in surgical and in-patient care services, thereby improving the efficiency and effectiveness of healthcare delivery in the hospital. The FMoH he said, is committed to providing quality care towards the achievement of Universal Health Coverage (UHC) across the country, consistent with Sustainable Development Goals (SDGs). “The Ministry has prioritized the upgrading and strengthening of Federal Tertiary Hospitals for the provision of desirable services in the face of global health challenges.”
The commissioned Modular Theatre Complex was constructed and equipped in line with International best standards while the Amenity Ward was constructed and equipped with the state of the art equipment so as to curb medical tourism and provide premium care.

FG Commissions Jetty And Shoreline Protection Facilities At Underwater Warfare School Ojoo
In keeping with its commitment of addressing problems confronting various communities across Nigeria, leaving no part of the country to suffer neglect owing to its geographical location or political consideration. The Federal Government has on the 6th of March, 2021 commissioned and handed over the Jetty and Shoreline protection facilities at the Underwater Warfare School Ojo, Lagos State.
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora who represented President Muhammadu Buhari as the Special Guest of Honour at the commissioning stated that the construction of the jetty and shoreline protection facilities will bring about huge relief and ease the fear of the menace of erosion and other ecological challenges.

Dr. Mamora revealed that the jetty and shoreline construction is a Federal Government intervention project, executed through the Ecological Fund Office, Office of the Secretary to the Government of the Federation for the benefit of the Nigerian Navy and the Underwater School in Lagos. He said the Federal Government approved swiftly the request for the project in the 2nd quarter of 2018 because of its strategic importance especially in the capacity building of the Nigeria Navy. “The provision of a modern jetty and protection of the shoreline as well as upgrade of the existing system will no doubt meet the benchmark of a world class training arena for the Nigerian Navy in line with international best practices the Minister stated.”
The Minister went further to say that the project has a dual mandate of enhancing the professional competencies of the officers and men of the service and by extension stimulating their aggressive drive of securing the country against any criminal act and security challenges such as maritime crime, piracy, banditry, oil bunkering, kidnapping and insurgency.
He extended profound gratitude and appreciation to the Lagos State Government, the Chief of Naval Staff and the entire people of Lagos State for their cooperation and support during the project executive while tasking them to cherish this laudable project and protect it from any abuse, “it is the responsibility of the school to own and maintain the project to ensure its sustainability this he stated.”
Earlier the Permanent Secretary Ecology Fund Office, Dr. Habiba Lawal represented by Alhaji Yusuf Addu, Director Drought Desertification and Coastal Zone Management, said that the risk of shoreline erosion and its negative consequences necessitated the prompt intervention of the Federal Government in effecting holistic approach to the control and flooding, that would stand the test of time and address the issue of shoreline erosion menace caused by high ocean current and tidal waves over the years.
He urged the school authorities and indeed the inhabitants to ensure that the jetty and shoreline protection work is guarded jealously, knowing that this project intervention will provide succor to lives and properties.

The Chief of Naval Staff, Admiral AZ Gambo expressed appreciation to the President and the Ecological Fund Office for considering the Nigeria Navy as one of the beneficiaries of its mitigation efforts in line with Mr. Presidents pledge that no part of the country will be neglected under his administration.
He said the efficient and effective projection of sea-power by maritime forces is dependent on the physical configuration of the harbour jetties which constitute a critical interface connecting the sea and land. The shoreline protection and restoration of the jetty would no doubt enhance Nigerian Navy maritime security operations. The timely completion of the project, he said has helped to stave off the fears associated with shoreline erosion including the attendant risk of flooding to the entire landscape.
The Chief of Naval Staff also seized the opportunity to solicit for more intervention from the Ecological Fund Office in other identified sites at the Nigerian Navy bases and Establishment namely; Escravos, Ibaka, Igbokoda and Calabar jetties. He said the Navy by such intervention will be more emboldened in the performance of her statutory role of maritime defence and security of the nation’s maritime domain. He went further to assure the Federal Government that the Nigerian Navy will take ownership of the jetty and shoreline protection facilities project by ensuring its stability and maintenance.

The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora on Tuesday 6th of July 2021 paid homage to the Emir of Gwandu, Alhaji Muhammadu Iliyasu Bashar in his palace at Birnin-Kebbi, Kebbi State.

During the visit, Dr. Mamora told the Monarch that he was in the State on a two day working visit to commission projects executed by the FMC, Birnin-Kebbi. He revealed that the number of projects he commissioned, has been the highest number commissioned at a single visit in any state.

The Minister thanked the Monarch for the relative peace, cordiality and harmony enjoyed by the centre which has made progress and development of the hospital possible.

The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has commissioned various capital projects at the Federal Medical Centre Birnin Kebbi, Kebbi State which he described as "a reflection of the Federal Government policy direction on proactive response to the Covid-19 pandemic and beyond in all Tertiary Health Institutions in Nigeria. Dr. Mamora while commissioning these projects counted them as additional landmark achievements and attributing them to the vision of the President, Muhammadu Buhari for the attainment of excellence in the area of healthcare.
The commissioned projects includes; An Infectious Disease Isolation Treatment Centre; a Molecular Laboratory; NHIS Complex; Drug Information Centre and Out-patient Pharmacy; Digital X-ray Machines; Upgraded and Equipped Intensive Care Unit; C-Arm Machine and other Theatre Equipment; Amenity Ward; Maternity Complex phase I; Foundation laying of Maternity Complex phase II; Fully Furnished 24 Apartment House Officers Quarters; Power House phase III and a Waste Management Site and Ultra Modern Flameless Incinerator.
The Minister of State for Health revealed that some of the commissioned projects were executed through the Covid-19 intervention fund, while others were executed outside the intervention fund by the board and management of the centre. He commended the Nigeria Centre for Disease Control (NCDC) for the hard work put in place to bring the Infectious Disease Isolation & Treatment Centre and Molecular Laboratory to fruition.
Dr. Mamora further applauded the Board and Management of the hospital for executing the projects with high level commitment and probity despite the serious economic challenges experienced all over the world at this period of a global crisis. ”This he said is a confirmation that FMCBK is reaping the dividends of democracy in line with the Federal Government desire for quality and affordable healthcare for the people of the state and beyond”.

The Minister of State for Health extended his profound gratitude to the State Governor for all the support and cooperation enjoyed by the hospital from his progressive administration especially in the area of primary and secondary healthcare delivery as well as the prevention and treatment of cancer. He revealed that the State has consistently mobilized medical specialist in various fields from within and outside Nigeria to diagnose, treat and operate various ailments affecting Kebbi indigenes of both low and high income status free of charge through outreach programmes.
He further charged the management of the centre on the critical importance of maintaining the commissioned facilities so as to enable them serve the people of the state for a longtime.

The State Governor Sen. Abubakar Bagudu who was represented by the Secretary to the Government, Alhaji Babale Yauri at the commissioning pledged his continuous support to the centre and thanked the FMoH and NCDC for deeming it fit to provide infrastructure and equipments to the hospital. He thanked the board of management of the centre for providing special healthcare services and prays that the commissioned project benefits the people of Kebbi State, Nigerians as well as other neighboring countries who may have reasons to visit the medical centre for treatment.
Earlier, the Medical Director FMCBK, Dr. Aliyu Balarabe informed that the hospital which is a leading referral centre in the state and other neighboring states including Niger Republic provides accessible, affordable and qualitative emergency care, inpatient care, outpatient care and other specialized services to its teeming patient population which has grown to over a hundred thousand outpatients visits and thirteen thousand inpatient admission annually.

NIMR Has Made Great Impact In The Promotion Of Health Research In The Country; Putting Nigeria In The Frontier Of Research In The Global Map….Mamora
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has stated that the Nigeria Institute of Medical Research (NIMR) has continued to make great impact in the promotion of health research in the country, putting Nigeria in the frontier of research in the global map.
Dr. Mamora made this statement while launching an indigenous Lassa and Yellow Fever Diagnostic Kit as well as commissioning of a Drug Discovery and Toxicology Laboratory; a Food Safety Laboratory and an E-library/Administrative block at the Nigeria Institute of Medical Research Yaba, Lagos State.
The Minister of State revealed that Lassa and Yellow fever viruses are two pathogens of public health concern in Nigeria, which exhibits sporadic outbreaks resulting in many casualties recorded over the years. The lack of effective tools for the diagnosis of these diseases in Nigeria has led to their misdiagnosis, as their presentation could mimic other febrile illnesses such as malaria and typhoid. “You cannot treat effectively what you do not know, even as a clinician when you make your clinical diagnosis you will still necessarily go further to do laboratory diagnosis. Outcomes of prognosis of any disease are early diagnosis and prompt treatment he stated.”
According to him, diagnostic tools are not accessible to the majority of healthcare centres across the country, due largely to the high cost of purchase and delivery. Hence the need for the development of an in country readily available, accessible, low cost, sensitive, specific and reliable effective diagnostic tools. “NIMR should therefore be commended for the initiative of developing this indigenous test kit that will go a long way in improving health care delivery to the people of Nigeria.”

Dr. Mamora went further to say that the commissioning of the Medical E-Library which serves as an easily accessible reservoir of knowledge for research and houses the administrative power of the institution, completely shows a working system that we are proud of, in addition to the Drug Discovery and Toxicology Laboratory and the Food Safety Laboratory. The above project the Minister said, will significantly aid and facilitate scientific communication and collaboration among researchers especially in the health sector and also further protect and strengthen health research in general.
”The government and people of Nigeria will continue to look up to institutions like NIMR to drive the required break through that will propel the country to reduce the existing gaps in research and development with the view of catching up with the rest of the world.”
The Permanent Secretary, Federal Ministry of Health, Mr. Mahmuda Mamman who was represented by Pharm. Olubukola Ajayi, the Director Food and Drug Services in the Ministry disclosed that the Federal Government will continue to promote and provide an enabling environment for research and development practice in line with global best practices towards the attainment of desirable healthcare for the country.
She said that the FMoH is committed to providing quality healthcare to everyone towards the achievement of Universal Health Coverage (UHC) across the country according to the resolutions of Sustainable Development Goals (SDGs). The FMoH has prioritized the upgrading and strengthening of its institutions to be prepared to provide the desirable services in the face of the global health challenges.
These new state-of-art facilities will contribute towards the provision of quality healthcare service delivery that would curb medical tourism to other countries with the needless loss of capital flight of foreign exchange out of the country.
Earlier, the Director General NIMR, Prof. Babatunde Salako in his welcome address informed that in the last one year, NIMR has made significant contributions in the fight against COVID-19 pandemic, by inventing among other things two COVID-19 Molecular diagnostic test kits which have been duly presented to the public. However Nigeria continues to experience regular outbreaks of Lassa and Yellow Fever even during COVID-19 pandemic causing enormous morbidity and mortality among our population. In order to make case detection of these diseases easy and timely, our researchers have once again developed home grown diagnostic kits for both diseases, this kits have been initially validated in house and also by the center for Zoonosis and Human Virology of the College of Medicine, University of Lagos.
He revealed that the NIMR YELLOW FEVER VIRUS RT-qPCR KIT is for the detection of the Yellow fever virus. It operates on the principle of Real Time Polymerase chain reaction in the detection of the Yellow Fever Virus with the primary target which detects the presence of the Yellow Fever Virus on the FAM Channel and an Internal Control on a ROX Channel. It has a Sensitivity and Specificity of 84%and 100% respectively as it continues to undergo vigorous validation to meet up with the WHO standard. This assay produces results in 67 minutes.
While the LASSA FEVER VIRUS RT-qPCR KIT is a kit developed for the detection of the Lassa fever virus. This Assay operates on the principle of Real Time Polymerase chain reaction in the detection of the Lassa Fever Virus. It detects the S-gene of the Lassa Fever Virus with two targets; the primary target detects the presence of the Lassa Fever Virus on the HEX/VIC Channel and an Internal Control on a ROX Channel. It has a Sensitivity and Specificity of 72% and 100% respectively as it continues to undergo vigorous validation to meet up with the WHO standard. This assay produces results in 67 minutes.
Speaking further, the DG disclosed that as part of its mandate, under the enabling Act of 1977, to conducts research into diseases of Public Health importance in Nigeria, the institute deemed it fit to establish two laboratories which will adequately support research and improve the standard of healthcare services in the area of drug discovery and toxicology and food safety.
The Toxicology laboratory he said, boasts of two newly installed equipment and other accessories ATOMIC EMISSION SPECTROSCOPY Equipment (The Agilent 5800 ICP-AES) and GAS CHROMATOGRAPHY-MASS SPECTROSCOPY INSTRUMENTS (Agilent 5977B). These together form the long-awaited technological capacity and platform for drug discovery, design, development and quality control, food and natural products analysis, cancer and infectious diseases research. These equipment are also capable of supporting detection of drug and drug levels in the system of those who use drug or abuse.
The Food Safety laboratory also houses two newly acquired equipment VIDAS and TEMPO with other accessories and reagents capable of screening for and detecting food pathogens in processed food etc. VIDAS which is the Vitek Immunoassay Diagnostic Assay System is mainly used for detection of pathogen and toxins in foods. This includes: Salmonella, Listeriaspp, Escherichia coli 0157:H7, Campylobacter and Staphylococcal enterotoxins. The technology used is adaptable to a wide range of assays including serology, immunochemistry, antigen detection, industrial microbiology and immunohemostasis.

TEMPO on the other hand is used for the enumeration of quality indicator organisms in food and environmental samples. It automates food safety testing for total viable counts, coliform counts, genericE. coli, and Enterobacteriaceae, lactic acid bacteria (LAB), Staphylococcus aureus, yeasts and molds, Bacillus cereus and Campylobacter spp. Food safety is integral to the Sustainable Development Goals because when food is not safe, human development cannot take place and food security cannot be achieved (FAO, 2019). Nigeria has a large and growing population whose need for safe food cannot be over emphasized. Hence the need to set up a Food Safety Laboratory of ISO certification standard that will enhance food borne disease outbreak surveillance in the country, he stated.
According to Prof. Salako, the E-Library/Administrative Building will host Server for data for COVID -19 and other hemorrhagic fevers and the platform for genomic data analysis and other research projects. “NIMR E-library will take important steps to preserve the integrity of research conducted by scholars in the Institute and improve access that the research community has to digital resources. It will change the outlook of the library to a ‘Knowledge Centers’ with priority on value-added electronic information services that will continue to enhance the academic and research focus of our institution.”
With these Laboratories, our nation is once again well positioned for technological advancement, Research and Development of global standard and relevance. This, without doubt, will enhance our capacity to better respond to outbreaks, hasten elimination of diseases and raise Life expectancy of our people.

Dr. Mamora Commissions Infectious Diseases Centre, Molecular Lab. At FMC Jalingo To Aid Prompt Diagnosis & Early Treatment Of Patients
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has commissioned a newly completed Infectious Disease Treatment Centre as well as a Molecular Laboratory, both located at Federal Medical Centre, Jalingo.
Dr. Mamora commissioned these facilities on 5th of February, 2021 counting them as additional landmark achievements and attributing these to the vision of the President, Muhammadu Buhari for the attainment of excellence in the area of healthcare. He said the President had put in place all necessary tools in response to the COVID-19 pandemic starting from the establishment of the Presidential Taskforce team, to the foot soldiers from the Federal Ministry of Health and its agencies as well as other pillars involved in case management in the fight against the pandemic.
Dr. Mamora revealed that at the onset of the pandemic, Nigeria had just four molecular laboratories “but as at today, we have close to 120 Molecular laboratories.” He stated that the most important aspect of patient management is prompt diagnosis and early treatment expressing regrets that a lot of lives have been lost during this pandemic because people were not sure of what they were treating. The Honourable Minister stated that some people assumed that they had malaria when in reality what they had was COVID-19, “but because they never presented themselves to be tested and diagnosed; unfortunately we lost them.”
The Minister of State commended the Nigeria Centre for Disease Control (NCDC) for the hard work put in place to bring the Infectious Disease Center to fruition. The Centre, he said will also be used for isolation of patients with COVID-19.
The Minister said that cases of Lassa fever which afflicts people in some parts of the State will also be diagnosed and managed at the newly built laboratory and the infectious disease wards, separating them from other patients on admission.
Dr. Mamora applauded the State Government for its collaboration and cooperation with the Federal Government in the management and response activities of the pandemic while assuring the people of Government’s commitment in the fight against the pandemic particularly as Nigeria moves to having the vaccines available which will be a life-saving remedy for its people. This he said, is what the Government owes its citizens in terms of heath security.
Earlier, the Minister of State for Health, on arrival at Taraba State visited the State Governor, Darius Dickson Ishaku to intimate him with the purpose of his visit. The Governor who expressed gratitude to the visiting team seized the opportunity to appeal to the Federal Minister to intervene in the issue of Hepatitis in his State. The Governor stated that a lot of money has been spent on efforts to contain hepatitis and called for same support received from the Ministry in the fight against COVID-19, in tackling this dangerous disease which the Governor described as “a silent killer.” This assistance he said will prevent the people from early death.
The Governor went further to suggest to the Minister, that the various FMCs in the country be categorized and made to specialize in the treatment of a particular disease, which they could be known for. This he said will enable Nigerians go to access adequate care and treatment for various conditions.
At the commissioning of the projects, the State Governor, who was represented by the Commissioner of Health Dr. Innocent Vakkai stated that the commissioning of the projects is a welcome development which will go a long way in complementing its effort in the fight against the COVID-19 pandemic and Lassa fever scourge experienced in the State.

He revealed that his administration has always given priority attention to the health of its citizens. He further informed that the State healthcare infrastructure is being given massive facelift through stage by stage renovation and upgrading of general hospitals to provide qualitative and efficient healthcare services.
Dr. Vakkai charged the management and staff of FMC Jalingo to ensure that the structures commissioned are put to optimal use for the people of the State and for humanity in general.
The Director General of the NCDC, Dr. Chikwe Ihekweazu who was present to officially handover the Infectious Disease Treatment Centre to FMC Jalingo said the project is part of NCDC’s strategy to ensure that all States in Nigeria have a standard treatment centre for infectious disease management. “NCDC is committed to building functional and sustainable structures that will strengthen our national health security.” The COVID-19 pandemic he said, has challenged us greatly, but has also provided us clarity on what we need to do to secure our future.
Dr. Ihekweazu said the pandemic came with a lot of challenges, further stretching an already over-stretched health system. “However, this has presented us with the opportunity to reflect, and work together to improve preparedness and strengthen the health security infrastructure in the country. Initiatives such as this new treatment centre will ensure we are better prepared for the next pandemic.”

Dr. Mamora Commends Board & Management Of FMC Owerri For The Completion Of Landmark Projects
The Honourable Minister of State for Health, Dr. Olorunnimbe Mamora has commended the Board and Management of Federal Medical Centre (FMC) Owerri for the successful completion of landmark projects at the Institution.
Dr. Mamora while commissioning the projects in Owerri, Imo State, attributed its successful construction and completion to the eloquent testimony of good leadership, great commitment, diligence, harmonious working relationship and prudent management of resources by the management and board of the institution. The commissioned projects include: a Dialysis Centre; 33kva Transformer; MRI Complex; Research Centre; Isolation Complex; Incinerator; 10 Bed ICU Equipment and a Neurosurgical Ward.

The Minister said that while government continues to support in the infrastructural development of the hospital, the institution should also explore the avenue of engaging the private sector, through Public Private Partnership. He thanked the host community for the cordiality and peace conducive for growth and development of the institution.
Dr. Mamora also commissioned a newly built FMC Owerri, Outreach Centre in Umuamusa, Njaba LGA as well as foundation laying for the construction of staff quarters for the Outreach Centre. The people of the community who were overwhelmed with joy stated that this was the first of its kind in their Federal and State Constituency, Local Government and its entire environment.

They went further to confer on the Honourable Minister of State for Health, the Chieftaincy title of “EZE-ENYI” by His Royal Highness Eze Benjamin Chukwuemeka Onwusuruaka (Igbudu 1 of Umuamusa) in conjunction with Umuamusa Progressive Union (UPU) and Eze in Council for his contribution to the development and well-being of the people of their community.
